Filming in Toronto: Production Services and Tax Incentives
Bring your creative team. Incolour Films helps build the local production around them with crews, equipment, locations and support across Toronto and Ontario.

Toronto offers visiting productions experienced crews, versatile locations and an established network of equipment, studio and post-production resources. For eligible film and television projects, federal and Ontario tax incentives can strengthen the financial case for shooting here.
Turning those advantages into a workable shoot takes local knowledge and a team that can bring the pieces together.
That is where Incolour Films comes in.
Your creative team. Our local production support.
You may already have a director, key cast and a clear creative direction. What you need is a production partner who can build the Toronto or Ontario operation around them.
Based in Toronto, Incolour provides producing and local production support, including:
- Crew and production management.
- Camera, lighting, grip and equipment coordination.
- Locations, studios and production design.
- Transportation, vendors and on-set logistics.
- Budgeting, scheduling and coordination with production accounting and legal professionals.
The scope depends on your project. We can support a visiting team with specific local requirements or take on a broader production role from planning through delivery.
Make the location work for the story
Shooting in Ontario does not mean your film has to look like Ontario.
For Chadar, Incolour used locations in Caledon, production design, wardrobe and controlled framing to create the world of 1950s Punjab. The production brought day and night scenes together within a single shoot day.

For Doha Debates Toronto, our role was different: providing local crew, equipment, transportation, logistics and production management for an international program.
Different productions need different structures. Our job is to understand what the project requires and build the local plan around it.
Understand the opportunity before building the budget
A refundable production tax credit can return part of an eligible production company's qualifying costs after its claim is assessed. It does not reduce the crew, equipment or location invoices that need to be paid during the shoot.
For eligible productions, the federal production-services credit is based on qualified Canadian labour. Ontario's production-services credit applies to a broader range of qualifying Ontario expenditure. Only costs that meet the program rules count, and the mix of labour and other expenditure affects the result. The two headline rates cannot simply be added together.
These service programs generally require a standalone production's total cost to exceed CAD $1 million. Qualifying series and pilots have different per-episode thresholds. Advertising and several other production categories are excluded. Spending money in Ontario does not establish eligibility by itself.
Canadian-content productions may need to assess different tax-credit programs with their own requirements.
A practical example: upfront expenditure and eventual net cost
Imagine a larger eligible international production has $250,000 of qualifying Ontario expenditure. This is a portion of that production's budget, not an example of a standalone $250,000 film qualifying for the service credits.
- Ontario expenditure the production needs to fund: CAD $250,000.
- Estimated combined federal and Ontario credits: approximately CAD $73,000.
- Eventual net expenditure before fees, financing and tax adjustments: approximately CAD $177,000.
This illustration assumes $150,000 of the expenditure is labour qualifying for both programs, the remaining $100,000 qualifies for Ontario's credit, the production and claimant meet both programs' requirements, the expenditure is paid and eligible, and there is no other assistance or adjustment. Figures are rounded for clarity. This is not a standard rebate percentage or a quote for your production.
The production still needs sufficient financing to pay the $250,000 before receiving any anticipated credit. The simplified sequence is expenditure, certification and a complete corporate tax claim, assessment, and any refund payable. Some administrative steps can overlap; there is no guaranteed payment date measured from the end of filming. Amounts payable may also be reduced by taxes owing.
An eligible production corporation makes the claim. Depending on the structure, that may be a qualifying copyright owner or production-services company. A visiting producer does not automatically receive the refund directly: the production's contracts need to establish how the anticipated benefit is reflected in its finances.
Build the local plan with that in mind
Incolour can help plan the Ontario crew, equipment, locations, schedule and budget, working alongside your accounting and legal advisers with potential eligibility, documentation and cash-flow requirements in mind.
Our role is to coordinate the local production plan. Tax advisers assess the project's position and support the claim, while the administering agencies determine certification and the credit allowed. Anticipated tax credits are not a commitment by Incolour to advance funds or finance the production.
The aim is a realistic picture of what your shoot needs, what must be funded upfront and what potential incentives may mean for its eventual net cost.
Let's talk about your Ontario shoot
Whether you are bringing a film to Canada, planning a music video or building a campaign across Toronto and the GTA, tell us what you are making and where you need support.
Share your project's format, overall budget, proposed Ontario shoot dates and the local support you need. Tell us which cast and key crew you plan to bring, and we can start building the production conversation around that brief.
